Once you convert the database (.nsf) to .pst, you would be able to access it using outlook.
If you would like to access using any other mail client, you need to convert .nsf into a format supported by that client.
To add POP3, go to Notes.ini for the server and and enable by just adding POP3 for the below line.
Eg:
ServerTasks=Update,Replica,Router,AMgr,AdminP,CalConn,Sched,HTTP,IMAP,LDAP,POP3,RnRMgr.
restart the server.
Confirm by opening the server configuration document, go to port, mail and see if POP3 is enabled.
Once this is done, you can access your mail file using outlook by configuring for POP3.
